i've been doing some researching and it seems that the only thing breaking the terms is the jungle timers, so if i turn that off can i use it just for the local skins since i dont have enough to purchase them?
Nope. If the application contains any features which are considered against Riot policy, the entire app is off limits even if you don't use that particular set of features.
