why is this persons account not banned yet?

placement game and this person gets upset that he was last pick and was unable to play mid. Instead of sucking it up and playing supp (I wouldn't have even minded tf supp) he trolls and runs into the enemy tower repeatedly, feeding kills to the enemy mid lane. After giving them 7 kills, he thought it would be a good idea to stand in dragon pit for the rest of the game. Now my 4-1 placements are 4-2 because of a loss that should have been prevented for myself and my teammates.. besides the one TF who should have not even had a chance to play in this game. Multiple players on the other team said "they had him in their lobby earlier in the day and he also said 'mid only' in theirs, but for them luckily someone dodged'.
