This ward skin is generally given away when you meet a Rioter IRL, at an event, or otherwise. :]

So in order to get it you have to dish out hundreds if not thousands of dollars to go to cons that aren't anywhere near you and track down a rioter and bug them for a code?

Am I the only person to find the system to be rather idiotic? I mean skins you just give Riot money and they give you premium content but to go as far as having to travel to get something like a ward skin just seems a bit excessive.

Not necessarily - it's not only events. I've met players in airports when traveling back home.
