hextech crafting

i'm just wondering since i've tried so many times and poured a lot of my hard earned money into this why it is so difficult to get hextech annie? that's really all i want riot, i've been trying for months still no luck i've seen people on you spend 500+ to get this skin, and you made a daily purchasing limit? i'm not telling you how you should run your business and i love league but to get that one skin you want that you can only get with hextech crafting is nearly impossible. An example would be the fact i have been opening chests for months and all i have to show for is two gemstones? If this goes unread that is fine i just want to know if there are any future plans to fixing hextech crafting, or making it a bit easier to get that annie skin or something. Thank you for your time
