Why does shyvanna only have scales in one of her splash arts?

I mean shes supposed to be half dragon but in most of her splash arts shes just a girl dressed like a dragon. Is basic shyvanna the only one whos realllly half dragon?

Well dragons don't always have scales. They can sometimes have leathery skin. :P and they're just skins so it's not all going to be the same.
