I am sad that I am not eligible for the free mystery skin. I have been a good boy this year but have spent too much money on Riot's game. I own too many skins and as such am not eligible for the free skin. A sad day it is on Kami's lookout. 
They said anyone who was not eligible for reason like this would be looked into, but only after everyone else gets their gift.

People who weren't eligible for the skin (due to reasons such as yours) may be getting something. I don't have a link because I read the post like last week and I am not spending my day searching through this forum for you, but I promise you Riot did mention people in situations like yours. Once all the gifts have been sent out (which was suppose to be complete around this time) they are going to first make sure that all players eligible did in fact recieve gifts, and then they are going to look at the players who were ineligible due to already owning too many skins and go from there.
Have faith my friend, you'll hear something about it soon I'm sure.
