How many games can this guy ruin before he gets banned?

i play league of legend on a laptop and i don't have the screen shot button btw it's window 8 from fujitsu.

Actually, seems more like he's trying to have a conversation about how the system works in the favor of trolls. I think that there's a low priority queue where people who get reported a lot get placed, but the system certainly needs a way of balancing itself.

Think about this; I create an account, troll by feeding or afk'ing, and then when it gets banned I create another. Anarchy, while stupid, is a thing. "Let me spend several hundred hours playing to hit level thirty, then I'll afk a bunch until I get banned."

also if you see someone like this why would you not dodge you only lose three lp for your first dodge of the day and waiting five minutes is far better than waiting the thirty or so the game is going to take

It's against Riot's holy laws You could get forum banned for this if you don't black out the names

The no-witchhunting rule is a common rule on many forums.

It's against Riot's rules to "call out" other players' toxicity on the boards by posting their names. Any player that calls out another player for toxicity will just result in the deletion of the thread. Riot would rather you report players directly to them via the in-game report system or a support ticket.
