Do you think ELO is enough to match up players?

I am sure it is not. I saw this link and I totally agree that champion mastery is as important as ELO. I played only Zyra for 1 season and now when I pick Zyra, if opponent team don't help their bot lane, it takes 15-20 minutes for us to destroy 2. turrent on bot lane. So, i think there should be a matchmaking system considering mastery points too.
