New Player Guide Reccomended Champion

Not a new player so I havent read through the whole guide just looked at a few pages and really confused why Ryze is a reccomended mage for a new player. Ryze is sitting second to last in Win rate out of all 131 Champions in this game with Just over 40%. His whole kit is based on comboing your abilities properly. New players are still learning how to move and auto attack. and later one of the most basic and important of skills that takes real getting use to of last hitting and you think they should learn this on one of the statistically Worst champs in the game with a complicated kit?? Wtf Riot?
