Why does League pair you with people you report?

I've had to report several people lately, and I keep getting paired with them. It's really fucking annoying.

To the best of my knowledge, League has never paired me with anyone I've reported.

I have a pretty short attention span, though. but I don't think League has ever dont that to me, that I know of. but then again, my memory isn't that great.
