Purchase GPL summoner icons?

I was just wondering why we aren't able to purchase any of the GPL summoner icons when they are already in the League of Legends files. It doesn't seem like it would be that hard to add them to the icon list or bundles. Anyone know why they are unavailable but still were part of one of the NA updates?
