Curious about a possible Rioter?

So I just played a game with a guy named Riot Madlivid...and his team said at the end that he afked and to report him. I didn't because I understand sometimes problems happen. Is this an actual Riot member, or did someone just throw Riot onto their account? He was level 10, and I thought Rioters were given accounts with Riot in the name when they started working with Riot, so I'm not sure if they go through the leveling process or not? Anyone know if this is a legit Rioter? He never said anything in game, so I'm not sure.
