When will they balance Team Builder?

By balance I mean by someone on the other team having a higher rank than the other or premades. I don't mind premades but sometimes they can just be an ass to the only people that aren't they're friends :V In my personal experience I hate having a plat/diamond in my team or if the other team has a diamon/plat. It's really not fun once they start getting cocky getting kills are start yelling on the team.
