gifting other summoners
When you gift your friends you should be able to gift them with IP too because No one wants to spend RP just to help out their friends.

IP is free to get, there is no reason to gift IP to someone just because they're lazy and don't want to play a lot. You might as well play for them.
The reason you can't gift IP is so that people don't just IP farm and then attempt to sell it.
If I could buy gifts WITH IP for friends I'd like if I could do that, but gifting flat out IP would essentially create a market of IP Farmers (think Gold Farmers in other games) Who would create shady businesses and make this game more Pay to Win.
Your heart is in a good place, but gifting IP flat out would greatly devastate the game's economy.
Yeah this brings out the Smurf problem since this is a Free to play game there's no unique address per user.
what I meant by gift IP is that you can gift champions to friends with IP.
that's the thing it won't be just gifting plain IP you would have to gift only champs.
