"Herp derp lets list over 10% of champions and ask why I see one of them every game when there are ten players to a team." It's statistically likely that you'll see one of them, that said Nami, Yasuo, Evelynn and Caitlyn are hardly overloaded. Yasuo is overloaded but not even that strong anymore
The last 4 games in my match history had only one of those champions (yasuo) and only a single time
So uhh... yeah. It's possible.
Was kind of hoping this would be a thread about lag, because that's a real problem unlike your invented problem.
Edit: nevermind, there was a syndra and rengar as well. Hilariously enough it was my friend that I premade with every single time, and mostly because he refuses to play anything but champions he sees in LCS.

And I could probably come up with many other examples of combinations where none of the champions you listed are played.
There are always going to be champions that are in favor. Most notably, there will always be champs that are strong first/early picks due to a lack of hard counters, rather than because the champion is blatantly overpowered.
There are also several champions I would put on the list of being more seen than what you have: orianna, ziggs, Morgana, alistar, etc...
