You do realize that one of the pictures you used was a community idea that Riot made into a skin, right? Like "Unicorn Hecarim" doesn't look at all like Arcade Hecarim to you?

Probably because most community suggestions are weaboo trash. Sure there are a few gems here and there, but dumpster diving is pretty nasty so nobody wants to do it.

Riot only has so much time. They do the concepts that they think show the most promise. It isn't just boards that they are selling these to, you have to remember. Things that have international appeal are much better, so it isn't just about the high upvotes on our NA threads.
