No golden border/ranked rewards for suspension? (Serious)

I am just asking if this is a thing, due to the new post concerning ranked punishments with chat restriction, suspensions, etc. I think that it is too harsh to take away the hard work of players due to one suspension of 7 days. I believe I had one suspension this year, or possibly the end of last year, due to (in all honesty) being a complete tool. I learned from this, however, and since then have climbed the ladder to gold by being a positive player and no longer being hateful. I have taken my suspension to heart and used it as a tool to reform myself and better improve my gameplay, which Riot says is their goal with the new systems, but I believe that punishing a player such as myself who takes these suspensions seriously and shows they have changed over the period of a year, then a suspension in January or February should not affect 9-10 months later when someone may have changed into a different person completely. Please do not think this is a flamer or a toxic player begging for rewards, this is constructive feedback, and hopefully people will not downvote me and tell me how much of a fool I am. If I remember correctly, they somewhat recently stated that one of the conditions changed.

If your punishment was over 3 months ago, you're on the clear. I'm going to google to see if I can find it tho.

Here, rule number 3 is what you'd be interested in.

Here's this year's Ranked Rewards policy:

  1. Players with ACTIVE Chat and Ranked Restrictions by End of Season will not receive ranked rewards.
  2. Players that have received game bans for cheating (hacking, scripting, Elo Boosting, etc) will not receive ranked rewards.
  3. Players that have received game bans for player behavior (verbal or gameplay toxicity) will not receive ranked rewards UNLESS they have had no punishments for AT LEAST 3 MONTHS up to the End of Season.
  4. Players that have received Low Priority Queues (from LeaverBuster) will not be affected in 2015 because we don't want to punish players for the random DC or hardware/ISP failure.
  5. Ranked Reward eligibility is reset every season. So, if players are excluded from rewards in 2015, they are eligible for rewards in future seasons as long as they are neutral or positive.
  6. Players that are intentionally toxic on purpose for the rest of the season because they are ineligible for rewards will be given penalties up to a permanent ban.

This game is a joke.. you get punished for every single thing you do in the game and most the time get punished when you don't even have control over the situation.. The only game in the world with these many punishments that makes people more afraid to log on and play then actually have fun.
