Tell Summoners when someone they've reported is punished?

I just got into a ranked game that was like so many other games that I, and other Summoners, have played. It was with a Shyvana who, upon connecting to the champion select, immediately began to flame everyone. Apparently they had experienced a rather poor game where "morons like you guys" caused them to lose. I played support, and tried my best to remain positive, cracking jokes, ignoring the continuous stream of insults that the Shyvana slew at my teammates, and simply trying to have a fun game. We lost, but no one other than the Shyvana seemed to blame anyone. Upon entering the post-game chat, the Shyvana kept flaming...well, everyone, both teammates and opponents. You know the type, "Report my entire team", "Trash no ganks", the sort. What was particularly discouraging about this one, however, was their absolute disregard for the tribunal. They knew that they could be reported, but they simply didn't care.

And the more I thought about it, the more I realized: Why should they?

Over the past year or so, Riot has proudly claimed that their community has become less toxic, that flamers have been getting punished thanks to a "automated system". From what I've seen in the comments of such claims seems to suggest that the League community has responded by saying, "Um, no." The traditional tribunal (which, believe it or not, was one of my favorite aspects of League) has been all but deserted, meaning that there is little to no feeling of any positive change in the character of the League community (to say nothing of the hilarious tribunal case threads). The tribunal made us feel like we were bettering the game, like our reports meant something. Now, at least for myself, there is no such sense of justice.

So I have a simple suggestion, one that could have many drawbacks--I honestly want to hear others' input of it. Should Summoners be notified when someone they've reported has been punished, or at the very least looked at? I feel like it will promote the feeling among positive players that yes, the system does work, even if just a little. Furthermore, as this knowledge of an active justice system spreads, Summoners will be discouraged from being negative, and maybe--just maybe--they'll start to take the idea of punishment seriously.

Now I'm not going to pretend that this idea is a fantastic one; for all I know there's a huge downside to it. That's why I'm opening it up to you guys. Let me know what you think. If there's a glaring issue with the notion, then all the better; I will have learned something new. But if this idea would, in theory, work, then maybe it can be implemented.

A few days ago, I received a popup from Riot saying a player that has been reported by myself and others has been punished. Didn't give details, just that happened.

Something something about player confidentiality and privacy. Which I understand and agree with.

It's just frustrating when I send in a report ticket because my experiences were really that bad, and I still see this player playing eight months later. (An Anivia that locked in jungle, took blue and came bot lane, using her wall to try and get me and my lane partner killed, for example. 'Why are you doing this in ranked?!' 'Cause that makes it even funnier lol!')
