Quick question about the winter Legacy Skins

Hey guys / Riot,

I'm just here for a second asking a question about the Legacy Skins.. I purchased Slay Belle Katarina back in 2012 when it originally came out, but there is no Legacy border for me owning her. Are they no longer doing this or is it considered common enough not to receive the border? Just curious
