Why do I have to wait 20 minutes for 5 Queus for DC'ing last game?

Who designed and implemented this system? Why do I have to wait that long for 5 matches to play just because I DC'd last match? Like seriously you're going to make me wait that long because of disconnecting and reconnecting last game? Like what is the point of this much wait? What does this 20 minute Queue Leaver Buster for 5 games prove? Is that going to stop abnormal packet loss and murder lag after I wait that long just to get into a game?

Like really I want the person who implemented this system to tell me why you would even make something like this? What are you trying to prove for making people who DC'd and had no control of what happened because of 9999k ping to make them wait that long just so they can play a match, knowing that every match can take hours to finish.
