Something about Urgot's new splash

My friend and I have noticed, that the guy in Urgot's splash has a roman numeral tattoo. Some champions have these numbers associated to them, like Ekko (XII), Jinx (X) or Vi (VI), who have been theorized to have belonged into a gang as friends.

Is it possible that these children work with/for Urgot? Even if he is brutal and terrifying, his motives seem to have a positive undertone. He wants to take vengeance on the tyrants (the Chem-Barons) of Zaun.
