no boots on cassio? please answer me
i have never played cassiopeia and all the people say that she doesnt take boots. why does she never buy boots?

She physically can't. She has a bonus flat movespeed passive and Riot chose to remove her ability to buy boots altogether.
Her passive:
"Cassiopeia gains Movement Speed per level, but she cannot purchase Boots items."
