What happenned to the once scary ryse?

I head from other people it had to do with the current state of the game. Since games are prone to ending much earlier, Ryze lost popularity as he is a late-game power focused champ. Then again, that is just what everybody is saying.

Ryze rised, and with all things that rise...it must fall.

Ryze will always be at the center of falling, for he always ryzes, and therefore must also fall.

He was to a point where he would tilt people just by laning against him. Not because he had overly busted damage, but because he just made people want to rip their hair out. Disregarding his abysmal win rate, he's just disgusting to play against. At least, he was before his nerf. He's not THAT bad anymore.
