Need a better system for afk's

every single game 1-2 players on my smurf afk in low ass elo my team or their team there is always someone dc'ing and its apparent these kids have no idea that if you have bad internet you probably shouldnt play ranked. Like the lucian in my game has done this the past 5 games in a row obviously nothing is stopping him.

Pretty bad when I can see in champ select a player is gonna be toxic or troll because they dont get their role and I pick a champion that I never play/suck with while the game ends at 20 min and I go 1-1 because we have an afk mid 0-5 instantly adc lmao. But nope they will never get punished unless its for verbal abuse Fantastic.
