Was Hextech Annie just released in 6.6?!

So I feel pretty cheated. I spent $50 on chests and keys the past 3 days in hopes of getting hextech annie just to read that Hextech Annie is "NOW live". What a bummer. I was given the wrong impression because in the original launch of hextech crafting it stated: "Gemstones are very rare crafting materials that you can use to forge a chest and key combo that might drop an additional gemstone! You can combine 10 gemstones to forge Hextech Annie, a skin exclusive to Hextech Crafting, now available as part of loot." I thought at the time that Hextech Annie was available as part of loot
