Threatened and trolled in starting room but no evidence is there to report

Basically I start a game and for the first time ever, a duo threatens me "play your hecarim or else we are picking trolls and feeding" then they ban the champion i wanted to play but they wont get in trouble. Why is the starting room not recorded for reporting purposes
