Hextech Chests

I read a few weeks ago that you only get 1 chest per champ and thats only if you or someone from your premade party has gotten at least an S- and was wondering why not have so that it resets after a month for the champs you've already won one for? (Seems like a stupid question but posting anyway because of a glaringly obvious reason x_x)
