How can I get better fps

My fps lately has been stuck at 40 fps which I personally think isn't very good. I tried updating my graphics card and lowering quality but it still is stuck at 40 fps. Before the 40 fps, i had 128 fps average, but now its just stuck at 40 no matter what I do. I just want to know what the problem is so I can try to fix it, and some tips to get some better fps.

Also your resolution settings can make a difference, can you give us a little more information on what you have for your video settings?

Turning off sound gives a good 10-20 fps.
