finding a partner to dual queue

I'm silver 2 and looking to make it to gold by the end of the season. I'm thinking that one thing that might help me over the edge is if I found someone around my skill level to dual with and Teamspeak in the Bot Lane. Does anyone know a good way to find Dual partners?
