Why has my account been banned, is smurfing a banable offended, I created this account due to my other account being good from playing one champion. I'm garbage at every other champion so when it comes to gold I struggle so I thought I would get another account to ranked and practice other roles in the game?

Surely this is not a valid reason to ban an account... Pls riot give me an answer..

(Someone replied before the post got removed, the email does not specify a reason..)

you got an email with the ban reason. And a link to Player Support should you feel the need to ask for more Information.

Smurfing is nothing that gets you banned, unless you were account sharing/buying/selling/trading or elo-boosting and similar things ofc. Ask Support, they may be able to tell you a bit more for your case.
