The short answer is that they don't know who they are. It's hard to track down DDoSers because of how DDoSing works. They use a network of hundreds or thousands of computers called a botnet that they have control over. Most of the time there are regular people's computers that have security vulnerabilities, they have a virus that allows them to take control of the computer and use it to attack a network.

The person who executes the DDoS doesn't use their own computer in the attack. So it is very hard for a company like Riot to give reliable information to the authorities. Furthermore, even if they do find out who is doing it... they may be in another country, which would make it even harder for them to pursue legal action.

That said, it is illegal in most industrial countries and carries heavy penalties. It is unlikely that law enforcement agencies are not currently involved in tracking down the perpetrators. It is also unlikely that they will comment on what they are doing until such a time as they are caught, or they figure out a way to mitigate the attacks. The reason is that they don't want to have this information get to the people responsible or they will use that knowledge to get around any preventative measures, or hide better if they think they might be getting caught.

Here is an article that explains more about how DDoS works and why it's hard to stop if you want to learn more.
