What is the point of Riot having a mature language filter?

I've just worked my way through a 40 game chat ban, play one game, didn't say a single thing all game until then end, where I used the word "b*tch" not even to a particular person, and I receive a 60 game chat ban immediately after. What is the point of having an in game language filter and being able to mute people if Riot is just going to allow these chat bans to happen over the littlest things?

Because they don't issue chat restrictions or game bans for language. They don't care about what words you use, but rather how you use them.

Probably not the language that had you chat banned. You obviously didn't learn that during first ban.

If you can't stay positive and refrain from verbal abuse in chat, STOP using it. Saying stuff to people in chat with anything other than positive vibes serves absolutely zero purpose. If you disagree, please inform me as to what purpose flaming and raging in chat serves.
