I'm aware that this has probably been asked before but do all players get the Team Ice/Fire Diana skin or just those that voted Diana?

I believe it would be all players, but I'm not sure if the skin is given out for free, or if it's a purchase skin. I'm pretty sure you just voted for which champion gets the skin, and then it's available for purchase.
