I can tell you with 100% certainty that I have been a good boy this year! Are they still rolling out, or have I missed my opportunity?

Still being rolled out. I think one of the Rioters said it would take up to a week.
Yeah it's still rolling out on all servers and some of us will get them next week due to the number of gifts being sent.
