/remake with 5 votes?

So I was playing a ranked game, a player on the enemy team was disconnected but he reconnected before minions spawned, they /remake'd but everyone on the enemy team was connected, the chat even displayed that there was 5 votes on the /remake. ???

If the disconnected player is gone long enough to trigger a remake (90 seconds in the first 3 minutes) but comes back, he can still put a vote in. It just doesn't really matter, as it only takes 2 Yes votes to be successful.
