New champion

Hi, I'm writing, because I have a idea about new champion in League of Legends. I know that it's not very good project but I would to give my project, all details are not perfect, so if something, you can change details.

So, I call this champion "Toe", this is a male which is a penguin, position where this champion can play the best is support.

SKILLS: Passive ( Ready to fight ) - after kill each enemy champion, Toe has a bonus for cooldown each  used skill by two seconds.

Q ( Snowball ) - this is a snowball which after hit, make target slow for 2-3-4 seconds, snowball can fly as long as Thresh's hook. Cost of Skill is still same and it costs 50 mana. Skill cooldown in early game is 9 seconds and on next 3 levels, regeneration is shorter of 0,6 second.

W - ( I don't have idea about this skill )

E ( Quick move ) - this is similar skill like Corki's W, and this E has long like Rumble's ultimate. Toe after use E leaves a trace ( 2-3-4 seconds ) which making ally champions faster ( +10-15 ) for 1,5 seconds. Skill cooldown is still the same, so it's 12 seconds, cost of mana is 80.

R ( Winter Storm ) - do you know how looks Fiddlestick's ultimate? This is similar ultimate but Toe's ultimate repulses enemy champions. Skill duration is 6-7 seconds. Skill costs 110 mana, and cooldown is 120 seconds, ultimate has shorter cooldown - 2,5 seconds per next level.
