Ranked pre-game should be less informative

Recently I started picking back up on the Ranked games queue to try and get back to gold. However, I've come across an awful lot of trolls. Most memorably there was this gent who said one thing, that set the entire game (in pre-game chat) downward. He literally only said his one line then let us be negativefor the remainder of champ select.

Why can't we vote people out of pre-game yet? Like get 3 votes and bam! Kicked! (Repost, last got deleted cause I used names (sorry))
