You ever heard of spam bots before?? Because that's what it is. It's not a real person trying to elo boost you. It's a spam bot sending spam links.

There are a couple coaching websites that are helpful, but none of the legitimate ones claim that they can raise your elo. Playing League well is a skillset and it wouldn't be the first and won't be the last time someone will try to make money off that skillset.

They specifically state it's 'Coaching' which in itself isn't illegal by the TOS. If it was someone playing your account or boosting you, that'd be a different story. Just looks like advertising for people.
