Why do I get paired with someone for a 3rd time who I've reported twice in the past for Grieving.

So I started playing Ranked after having not played Ranked since mid of last season, I've played a total of about 40 games. I've been paired with a player 3 times now who would after say 25 mins would just start complaining about any one player who's not doing good on the team and just stop trying, he/she would just start messing around. Fighting 1v3+s, Running into areas where the enemy team was at while starting Repeated surrender votes over and over and saying playing this game anymore is a waste of time we gonna lose, doing stupid shit like that over and over till we lose. Doesn't matter if we have been winning or tied with enemy team, at that 25 min marker he/she just starts his crap up. How many time do I gotta report this person for Grieving: Assisting Enemy Team before I don't get paired with him/her again? I mean I might as well just dodge in the lobby and take a instant hit to my league rating instead of just wasting my time cause the game is going to be a loss anyways. I just wanna know, How can I can be paired with a player Who I've reported more then once, Out of what? 25 mill daily players, something like that?
