Hi I was considering changing my name so I can have the 'D' capitalized, but I was thinking that would be kind of a waste of 13000 ip. Is it possible for riot to just capitalize it for me?

Yes, if you just want to capitalize something you can just contact support and tell them. you dont need to waste ip or rp on a name change!
