Does riot even care for low levels?

This has been a deep issue with league that riot only cares for higher levels. thats how meta change and champions get nerfed are all based on higher elo. the problem is with this being one of the most played game in the world. you would think they would care for low levels. the fact riot never resolves the issue is beyond me. they have many things to worry i get it but the fact they make more people want to quit at lower levels due to toxic, trolls, smurfs. people say that is rare for those and your less likely to happen is completely lack of a better work BullSh!t. they will continue to be beat out in the long run by other games. and soon this community will see how toxic and bad it is.
