Why does swain only have three skins?

Why does Swain only have three skins? He has Bilgewater Swain, Tyrant Swain, and Northern front Swain. Now when I ask people this question, they say it's simply because he's not popular. Okay fair, but majority of champs have more than three skins. Even other champions that are not played as much as let's say Jinx, have more than three skins. I mean look at xayah and rakan, they just came out and already have a skin that way frickin cooler than any of Swains three. He's been out for like seven years, at least make holiday skins for him. Because bewitched skins are so gorgeous. Or a dragon themed skin? Oh my god that'd be so cool, the dragon sorceress skin for Zyra totally changed her. She has wings that fly her back, her plants are dragon eggs, her vines are dragons etc. But what if you did that to Swain? Like Beatrice being a dragon??? Wuuut? So cool. Now I'm not expecting you guys to just make a new skin right now, but in the near future would be great.
