Has Riot ever considered making an offline mode where people can only play custom bot games to practice champions when they aren't by a wifi hotspot, such as on a long car or plane ride?

You have to connect to the sever every game you play, just like a lot of online games for the computer. Games that can go offline are either single player only or hard disk versions (sims, skyrim, fallout). Kinda impossible to make an offline mod for an online game.

Releasing the bots AI for offline mode would be devastating to the community as a whole, not just the bots as is which on it's own would be bad enough but the tweaks making them more deadly.
