Well recently i found people using bots to level them up but they are level 30. And they act weird i saw 4 champs on bot dominion and after they finished capping they just stood still and didn't do anything. i typed to them on chat and they didn't say anything at all. I looked at their profile pictures and they were all the same and i looked at their match history every champ they played was the same.

If you want to report a specific player you can do so by opening a ticket to Riot Player Support and give them as much info as you can.

I currently cant login to my lol to get the game information because i have been punished for leaving a (4 x 3rd party bot) co-op game, you could imagine i don't want to play with suicidal computers on my team all 4 run down the mid lane straight into the tower where annie bot cashed in. well you get the picture. no one want to play this bs, but if you dont and quit you will be penalized like "me"!!
the only 2 games i left (and i rejoined the 2nd and played it through STILL PENALIZED) were full 3rd party bot games and now im banned for the rest of the day...this really sucks so i think i shall be uninstalling lol and dling dota2, maybe lvling in that wont be so frustrating.
When i hear this has been sorted out i will play again i just cant be bothered wasting a hour of my time playing a game i know im going to loose... and make lvl 10x slower im sure.
i may even play if there weren't 3rd party cheaters in almost every game.

Why should we report the individual players.... The GMS can monitor the games themselves considering there is so much of this going on... It would be easier and faster to just randomly join a game and watch the first 5 minutes.... Then perma ban the players/bot/accounts that are NOT playing like a human would... if they just run down and suicide(like they usually do) those are the ones that get perma banned.... Sure there will be some backlash like Newbies getting banned..... so you can provide an option that if they respond with in 2 hours of being banned Via support ticket they can be unbanned..... this way it weeds out bots... cause i can assure you....... BOTS do not have someone sitting there watching them...otherwise they would just play the game themselves.....
