Game Options in client

There are some people who need to change their game settings because it would lag their computers but it would take them too long to change it in game because it takes a long time when you change some of the settings(I had a case of over a minute). I thought it would be nice if it was possible to change the game settings before you start the game so that you don't miss the first minute of the game where you probably need to be leashing or waiting in the brush or wait until later to change the settings but by then the lag would have made you die or lose cs. So Riot, can you please make a function that allows people to change game settings in your client so they don't have to have a hard time everytime they go to a friends house or have something else running in the background?
