When is Tribunal going to come back up and what is riot going to do about the attitudes of players?

1)My first point is when is Riot going to bring the tribunal back without it going down again 2 seconds later for 10 more years? I don't know if it's the tribunal constantly being down or what, but over time attitudes of players seemed to have become worse. I think the main reasons for the attitudes of players being so atrocious is because LoL is free-to-play(Not that i'm saying it shouldn't, I like this game). Also, players don't have to give any personal information about themselves to play the game, so nobody's reputation is at stake. With a free-to-play competitive game, with complete anonymity, some players can't learn to control themselves and function in a properly mannered way in such an environment.

The below are just some experiences i've had with absolutely atrocious players.(Just some examples of the point i made above, scroll down to the 3rd paragraph for my second point on players, and I love the keyboard warriors)

Examples) I haven't experienced anything of this magnitude in the past 3-5 games, even though I have still experienced harassment and unreasonable players who really need to calm down, but i've had some players say "Go fuck your mother," "pls , literly get cancer an die," "I wish the nazis wud fking kil u lik they did the jews." I've seen a lot of stuff like this(however it was a friend that one time that saw somebody arguing with somebody else about the nazi stuff.) I didn't personally witness that one, but I wouldn't be surprised if it was true. One time, I forgot to buy a trinket after leaving base, and one guy immediately called me trash. He was not even being sarcastic judging by the insults that followed.

2)Second point. Some players just can't suck up their pride either, not even when their I.D. is anonymous. They look for reasons to blame others. 'Player dies elsewhere way over-extended with no vision etc etc.' and then immediately proceeds to blame a team member "report this fuker didnt follow up." That player may not see and I don't just call them shit, I try to be nice, but in my head i'm thinking "why would I follow up on such an unwise dicsion. To nto see the error in what you're doing when 4 other people are politely trying to tell you that something is wrong should ring a bell, and yet, somehow it still doesn't click in that player's head." It's insanity.

To sum it up, i'm just kind of being discouraged from playing this game as well as many other players i've seen no the internet including my friends. Without a more strict and punishing system, players just don't seem to give a shit dumping months, or years worth of time into this, not being forced to give out any personal info, or having to pay to play the game. Since this is so, and i'm sure we all want Riot to stay true to being a free, player-focused game, would implementing a more severe punishment on offending players fix the issue? Consider IP bans maybe"

Does anybody else have any arguments to present here? Please leave constructive feedback, i'd like to hear your thoughts.

People get frustrated in online play and say things. Riot bans/suspension system doesnt stop these people from playing so it will always be there and there will always be new players to tkae place of old ones. League has always been known for holding an immature game audience. Perhaps its cause its appealing to both casual and high rank play so you many casuals frustrated cause they arent high ranked and want to be there. The general age group for this game is also dominated by many young players.
