You are creating a new champion.

Pick a 1 Q, 1 W, 1 E, 1 R, and 1 passive from any combination of existing champions. Your new champion will have whatever resource bars necessary to use the abilities you selected.

If your champion is ranged, it will have average base stats of a ranged champion. If your champion is melee, it will have average base stats of a melee champion.

Now create the most OP champion possible.
