you guys forgot something very important: he can nuke towers with it!!!
Once upon a time before they rebuilt Lichbane I would always get it on Veigar. You'd build full ap, and knock down towers and inhibs with two or three AAs.
It was wickedly OP
I'm more terrified of my 800 AP Kayle with 2.5 AS. Deals just as much damage as Veigar's AA every second.
I think lich bane is mandatory as a last item. Imagine the damage with just Q + lich auto every 3 seconds with max cdr. And it has cdr AP and ms.

I still do this.. lol Lichbane last item veigar makes you an adc for one auto attack.
