Maybe a champion that gives mana according to % or her max mana? you know like a blue soraka xD

I think it would be much easier to balance if said champ couldn't heal allies on top of being a mana battery (or use said mana ability on an enemy to silence them). And honestly with all the new ways that abilities work nowadays and how little there is for replenishing mana now (R.I.P. mana potions), I think Riot could be up to the challenge of making a mana giving support without it being unhealthy.
