Apparently it is from an anime called Daicon IV. I have never seen it.

This is from a short called Daikon IV, it was animated by a studio called Daikon that would later become Gainax and I believe some members are now in Trigger. Other anime involving the same people would be Tengen Topppa Gurren Lagan, FLCL, Kill la Kill, Inferno Cop, and Neon Genesis Evengelion. As for the narcotics used, probably a combination of cough syrup and paint fumes.
